The COVID-19 pandemic forced surprised governments worldwide to act fast and decisively, often revealing lack of preparation for this kind situation. However, such crises are expected occur far more frequently than ever before. To keep societies prospering, governments, administrations, civil servants will have adapt quickly effectively—and hence need develop the required capabilities (e.g., appropriate policies, strategies, knowledge, skills). deepen our understanding action in face crises, resulting consequences stability required, demanded or enforced behavior people, we propose concept resilience. Resilience, argue by way five propositions, helps articulating underlying dynamics society its administrative systems order allow a sustainable incorporation long-term perspective short-term strategy, particularly times disturbances temporary perturbations.
